Lahiri (Chitrapaksha) — the ayanamsa standardised by the Indian Calendar Reform Committee and the default of mainstream Jyotish practice. It defines the offset between the sidereal zodiac used here and the tropical zodiac of Western astrology, currently about 24 degrees.

For most of them, yes. The lagna (ascendant), houses, divisional charts and dasha periods all depend directly on the birth time. Date-level tools are more forgiving — your Moon nakshatra is usually fixed by the birth date alone, unless the Moon changed nakshatra during that day. For serious work, birth-time rectification is part of the catalog.
